From Pokemon Gold/Silver/Crystal... But it will be stuck in that game... Because they can't migrate to pearl or diamond, and they can't trade with any of the gameboy advance games.
Or you could just find one as a shiny... Or find a shiny magicarp and evolve it. I make that sound really easy, don't I ;) it's really hard!

He's right! Trying to find a shiny is no laughing matter! You cold search 4 3 weeks and never find 1.
