Old Rod- someone in Jubilive City.
Good Rod- someone in Route 229.
Super Rod- fisherman in the Fight Arena.

The fishing are found found at these places:

Old Rod - A fisherman will give you the old rod in Jubilive City.
Good Rod - A fisherman will give you the good rod in Route 229.
Super Rod - A fisherman will give you the super rod in the Fight Arena.
