Does putting more honey on a tree give you rarer pokemon

I don't think so. It depends on the place, condition, and time, that's what determines a Pokemon showing up near a honey tree.

No, but I believe it refreshes the honey, so if you've left the Honey on for 10 hours already, and decide to put more on, you can have another 24 hours of honey on, or whatever the time limit is.

When you put more honey on a tree it just makes sure to replenish the sweet scent on the tree. It does not make more rare Pokemon show up when you find one near the tree.
