Um, I have beaten the gym leaders until Fantina, and I don't know how to make her go to the gym, so I can get on with the game. I've gone to every city I could but?

Continue along the storyline, and fight all the gym leaders, and then she should be back in the gym. Also, when in hearthome city, goto the biggest building, which the contest hall to see Fantina, and your mom.
Skip that badge. When you reach Hearthome City go to the HUGE building, the Contest hall, talk to Fantina and your mom, afterward she should be in her gym leading facility.
