Well, the Haunter holds an everstone, so youll have to give it to someone, then trade back.

The Haunter is holding an Everstone. An Everstone prevents a Pokemon from evolving, either by Lv. Up or in a Trade.
To elvole that Haunter, you must unequip the Everstone and trade Haunter to a Friend, then trade back.

You got screwed like me it was holding an everstone so trade then trade back
All Pokemon that evolve through trades that are from a CPU will hold everstone, so remember that trading for these Pokemon won't work, and you should only trade if you need the unevolved pokemon.
Haunter does not evolve by level you have to trade him to evolve him
