Question for Pokemon Pearl

In jubilife tv station there is a room with a global ranking system and another with a team ranking system. How do you get these machines working? Each time I check back the man in front keeps saying he's working on it still. I am done the elite four.
Also, where can I find another shiny stone and what item evolves sneasel?

Sneasel evolves like this- level up between 8:00 PM and 3:59 AM while holding razor claw.
Shiny stone can be found three different ways: rt 228, iron island, or pickup ability. Ther is a 4% chance of getting the shiny stone by pickup if your Pokemon is between levels 41-50, and a 10% chance if it's level 51-100. Good luck finding it.

1)The global raanking system can only be used after you have mixed records with someone then when you go to the room you can see how you rank against the person you traded records with
2)Shiny Stone can only be gotten by trading to get one or getting mystery gift
3)Grip claw evolves sneasel but evolve it during the night hours

I don't have much of an answer for the first question.
As for the other two,
1. Some can be found on Route 228 and Iron Island, you can also dig for them for an unlimited supply although finding them will probably take some time.
2. You need a "Razor Claw" attached to Sneasel. You then only need to level it up at Night with the item attached. It can be found on Victory Road near the exit to elite four.
