How do I get the move tutor to teach my Meganium frenzy plant? I heard that it can be learned but it is never on the list when I check back with him.
Also, I know someone who hasn't beaten the Elite four yet but was able to receive a Charmander and Bagon from me. How is that possible without the national dex?

Ok I will help:
1)the move tutor only teaches moves that were already tied to learn.
2)ya my freind's did that too it does count later in the national dex but until than it will just not give it a number and not count it in the pokedex.
1) frenzy plant is learned from the dude in a house in the island with the battle area hes in the sandy area I know I got all 3 ultiamiant moves (1 for fire 1 for grass & 1 for water)
2) your friend must have traded. it will be his but he wont find it on his poke dex
