You can get Dialga but you can't get Primal Dialga unless you have the Action Replay code for him. Pikachu can't learn Volt Tackle in this game.
To get dialga you have to have beaten primal dialga, after you go through all the credits go back into the game, go to the beach where your partner first found you and lapras should be there. He'll ask you if you want to go to the hidden lands, say yes and go through temporal tower (and of course the hidden lands) . When you get to the top dialga will be there and you have to battle him again (no worries he's easier to beat) after you beat him again he'll ask to be on your team. It's cooler if you've graduated so you play as him.
