First off no Riolu cannot be a starter unless you use a action replay code. Secondly the best partner in my eyes is Treecko the reason is it can use Giga Drain and Agility two moves that can really come in handy.

Yes, you can be Riolu in one of the PMD games. I don't know which, nor how. Riolu is Psychic, right? Get something that kicks the crap outta Dark type Pokemon. Fighting is good VS Dark, so Machop would be good.

U can't get riolu as a starter Pokemon and the best starter Pokemon is probaly turtwig because he has giga drain and other good moves. 2nd I think would be piplup because he has water gun and another awesome move I forgot what it's called 0_0

I'm not sure how this helps but there is no way to get riolu as a starter Pokemon I should know. I have beaten the game several times and have searched for some time where a Riolu is located. Sadly I have not found a riolu anywhere.
