Team Radar will just hang out at the beach until you meet a lot of requirements and then you supposedly battle them. First you've got to finish story mode. You've got to evolve your starters and get them to level 100. You need to achieve Master Rank. Recruit a Phoine. Recruit Darkrai. Recruit lengendaries (such as Uxie, Diagla, etc). Complete Marine Resort dungeon with Manaphy. Unlock (and complete?) all other dungeons. Then talk to Diglett and Wigglytuff. I think that's all the criteria but I'm not positive. There might be more.
