To get Secret Rank you need to beat the game. After you do a few missions a Mr. Mime will appear in town. When you talk to him he'll tell you about Blizzard Island and about a Scizor who went there. Now just go to Blizzard Island and save Scizor from the Froslass. When you get back to Treasure Town Scizor will give you the Secret Rank.

When you beat the game find mr mime in treasure town and talk to him. He should tell you about this place called blizzard island.

You have to rescue Scizor from Crevice Cave.
