It depends, it usually is based on the player's strategy.

For charmander - bulbasaur
For torchic - pikachu
For squirtle - chikorita
For snorlax - cyndaquil
For cyndaquil - squirtle

It varies depending on strategy and personal preference but if you choose a fire type a grass type would be a good bet. For grass types water types and for water types fire types. Don't use pikachu because he is not all that good until he evolves and thats a long way off.
