Why Can't Deoxys relearn old moves? Is there a cheat to help remember?

Well I know that your head might explode if you don't get an answer so I'm giving you some. If you have an action reapley most probably you ca solve your own answer. If you don't then I got a three thing you can do.

1. Get an action replay!

2. Go level him up until he get better moves.

3. Or find what his moves used to be and try finding TMs that have his moves if possible.
