There are no legendary Pokemon at the Marine Resort. There are 19 floors. You get it after a few optional rescue missions after recruiting Manaphy.
You should get it first when you pass beating Darkrai and do 3 jobs and go to bed 3 times.After that Manaphy should come back where it hatched.Recruit itthrn do another 3 jobs then go to sleep 3 more times.

The marine resort is kinda helpful it allows you to evolve but you also have to have dialga and palkia join the team to evovle but to get you also have to do what Nartutoruls said

Javilines: I think you meen the throwing weapon for range, you can buy in certain stores, or in the Grand Exchange.
Cosmic Runes: You can make these if you have 27 Runecrafting, a Cosmic Talisman or Cosmic Tiara, and have completed The Lost City quest. You could buy from Ali in Al Kharid if you have completed The Feud quest. Or just buy from the Grand Exchange.
you don't need dialga to evolve... only acces to marine resort and recruited palkia
You only have to recruit palkia to evolve your starters but it is good to recruit dialga as well.
