How do you beat dialga I'm squirtle level 43 and my partners pika uh level 43 I've tried to beat him like 54 times but I still can't beat him

It dosen't only matter about the types or levels but what moves you have. Eg I had riolu and piplup and beat him in two rounds because of force palm+9
Try teaching Fighting-type Tms, like Brick Break. It helped me alot, I was a Cyndaquil and my partner was Riolu.
