The game makes you defeat Darkrai first. Stupid, I know, but you just got to play it up.

3 sucssesful job days after betting darkrai then go to lumous spring

After you beat darkrai ( after main story ) manaphy will want join your team do 3 missions at once and manaphy will show you marine resort then when your done go 2 treasure town and usarang will talk to you about the luminous spring go there then you can evolve. ( riolu needs the sun ribbon and evee needs certain stones and vulpix needs the fire stone )
