You need to get the secret mission first

To unlock Shimmer dessert, you got to beat the game and after you graduate from the Guild and complete the Shaymin mission, a Mr. Mime will wait outside the guild and in front of Spinda's Cafe (May have to do a few missions first) and he will tell you of a place called Blizzard (Something) and also talk about Sciscor. You will unlock the dungeon, and once you complete the mission, you will be upgraded to Secret Rank.

After a while if you go to Spinda's Cafe, a Pokemon will give you a paper that will unlock 1 of the 7 Secret dungeons, each one holding a different legendary.

You may get lucky and unlock Shimmer Dessert first like me, or get unlucky and unlock it last.
