Well to recruit new team members you don't have much control over it. Some rare items make the chance go up but to recruit all you need to do is beat the pokemon. Its not possable untill you get to waterfall cave. Now your second Q: Actually this one surprised me alot. NEVER!!!! You never battle them!!! Not once! You don't even see them after you beat the game!!!! The closest you get is in beach cave when they stole your partner's personal treasure!
