I don't think pressing A and B will level you up any faster then normal. Unless your using an Action Replay code to level yourself up, if you are then you should see the results right off the bat. If your using a code and it's not leveling you up, then you have a bad code or are doing something wrong.

if you mean regan health it matters on the HP you have

If you mean HP not levels you stand still then keep your fingers on the a and b buttons and you heal but make shore theres no enemy Pokemon in that area/room if there is you can't heal but if theres a sleeping Pokemon you can still heal
