shimmer desert on the 10th floor and after it asks that if it can join the team
When you rescue Scizor in Crevice Cave (you have to talk to Mr. Mime at the crossroads after you beat the main storyline in the game) and when you bring Scizor back to Treasure Town, he will grant your rescue team the Secret Rank. The Secret Rank allows you to accept special missions; all you have to do is talk to the pokemon near the entrance of Spinda's Cafe (in the inside) and they will give you special missions occasionaly. Once you accept the mission to Shimmer Hill, you can go in it. On the 10th floor, you will fight Groudon and when you defeat him, you take a Terra Cymbal and have the chance of recruiting Groudon. If he does not ask to join your team, DON'T WORRY! You can go back to Shimmer Hill later on and fight Groudon, having another chance at recruiting him.
