Why wont roilu evolve he is lvl 100 ad wont evolve plz help to whoever can

You wont be able to evolve at all until you have complted most of the game and passed the credits.

You need to complete the main part of the game then the second part of the game unlock marine resort and get palkia then go to lumious spring then he/she can evolve

In other games (diamond, Pearl, Platinum) Riolu evolves on friendship
In Pokemon mystery dungeon: explorers of time he needs to have an IQ of 2 stars or higher and you need a sun ribbon... Here's a code for one.

if he is your main character then you need to recruit palkia to evolve
