Cresellia asks you if it can join your team after Darkrai is defeated in the very end of the second storyline for the game. So, to answer your question bluntly, Yes you can.
After you defeat Darkrai, you find Cresellia at Sharpedo Rock. Talk to her, and she will ask to join your team.
