When or how do I get riolu to evolve into lucario?

I don't know what level it is that he evolves at so just keep leveling him up and he will eveolve I think it was around level 30 maybe. Anyway hope I helped
The IQ of your Riolu should be 2 stars or more. You should also give him/her the Sun Ribbon. Your Riolu will then be able to evolve.
