Probably because your game is gliched or if you have used action-replay and/or game-shark to much on it you've probably just hacked the crap out of it

-Beach Cave has no Monster House. There's no case you can encounter one here, b/c you can't be rescued from here.
-Dialga is in one place only. I won't name it here b/c it's spoilers.
So it's either a fake/modified version of the game, or you use Pokemon mod code, or it's simply damaged by AR.

Uh...wow. The only thing I can think of is an AR code gone wrong.But if you find out, can you tell me how you did it?

It was most likely an Action Replay code mess up. If you've used your Action Replay to much, it could start glitching up on you. It's either that, or your game is the one glitched up.
