What just happened!?!? I went to every single legendary dungeon and recruited every single legendary with a golden mask except raquaza!!! I even tried more than once!! Can anyone tell me why? Plz respond.

You have to battle him more than once not just one time like a lot maybe 15
Keep trying. You'll recruit Rayquaza sooner or later. It may take up to 10 tries.
It takes many tries to recruit Rayquaza. Also, go solo. It is easier to recruit legendaries if you go with one pokemon.
