You can. There's only one way to be able to evolve. You first have to beat Primal Dialga at the end of the main story. Then you have to beat the graduation exam. After this, you still can't evolve your starter pokemon. To evolve them, you first have to beat the graduation exam. Then, you have to recruit these 3 legendary pokemon: Dialga, Palkia, and Manaphy. Now, all you have to do is beat Darkrai, and you will be able to evolve all Pokemon, including your starters.
