I am a level 100 chikorita and my partner is a level 100 piplup and I have recruited manaphy and cressilia and have gone to resort island and cleared it but when I go to luminous kpring it doesn't give me the option to evolve mykelf or the partner pokemon.

This is what I did to evlove mt todaile and bulbasour to fraligator and veinisour, is take them completly off your team then go back to lumonous spring.

You've done most of what you have to do to evolve your starters. Now that you've recruited Manaphy and Cressilia, all you need to recruit now is both Dialga and Palkia. Once done so, you'll be able to evolve your starters.

No it's not you just need to go back to spacial rift and recruit palkia then when you go to luminous springs you will get the option to evolve I was a chimchar and my partener was a piplup now we are an unstoppble team of inferape empoleon and 1 legendary
