Yes, but only 491 Pokemon. To get Celebi (in Darkness), you have to download the rescue Celebi mission from the server (currently, the mission is yet available) via Wifi. After doing it, Celebi will appear at 10F Mystifying Forest if you have Secret Slab/Enigma Part in your Treasure Box.
You can only get 490 Pokemon in Explorers of Darkness. You can't get: Celebi(you can get him in time, not darkness), Shaymin, and Arceus.
You can get the first 491 Pokemon in Mystery Dungeon: Darkness and Time. You cannot get Celebi in Darkness. You cannot get Mewtwo in Time. You also cannot get Shaymin or Arceus in either game. To get most legendary Pokemon, you have to have 1 of 2 specific items, the Secret Slab and the Mystery Part (also called the Enigma Part). Jirachi, Suicune, and Multres are the 3 legendary Pokemon you do not need the Secret Slab or the Mystery Part to find and recruit them. To be able to see the other legendary Pokemon, you have to have the Secret Slab or the Mystery Part in your Treasure Box.

1 you can't get shaymin or arceus at ALL
2you can only get 490 Pokemon in Darkness
3 you can only get 489 Pokemon in time becuase Ive heard you can't get Palkia or Darkrai in Time but you can't get Celebi in Darkness
Yes you can get all the Pokemon in the game by trading wonder mail with people who have the other game.
