The Enigma Part is an item that lets you get certain legendaries in a certain dungeon for example you find Darkrai with the enigma part in Traivail Mountain 17F, note: they will act like regular Pokemon on they will walk around and another way to check if they are on the floor you are on is to check your requirtment search. I already told you where Darkrai is, you can't get Celebi in Darkness only in time, and Rayquaza you can only get through a wonder mail that you have to type in at the main menu.

You can recruit all legendary Pokemon when you beat Primal Dialga. First of all, you cannot get Celebi in Darkness. She's only recruitable in Time. Second, to get Rayquaza, you have to put in the Wondermail Code for Rayquaza's dungeon, called Sky Stairs, into your game from the main menu. You can get the Enigma Part as a reward for doing certain missions, and from using the mission's Wondermail Code.

If you want rayquaza's dungeon go to gamefaqs.com and darkrai is hard to get, and rayquaza is unkown but sky stairs have 50 floors if you want to know.
