Check the FAQs for questions, you have to max out your Naive stat and choose to be a girl to get Eevee as a starter.

Hey there. Yep, there's a way to become an eevee. Just answer the questions to be Naive or check the FAQs and you'll know.

Ps: I am lucario rank and have beaten almost all of story mode.
