99 floors. Lugia is on the 99th floor. He has a 100% recruitment rate.

There is 99 floors Lugia is at floor 99.If you want to recruit Lugia the best way to do that is to be level 100 and have a friend bow.Note that if you have over 2 Pokemon with you you can not recruit Lugia because there will be no space.Hope I helped
