Ok, I have Southern Island but the event for Nourthern Range never showed. Can anyone tell me whats wrong

You also have to get HM Surf from 20F of Solar Cave (Water Pokemon needed)

The reason you don't have the northern range is because you probaly don't have the HM surf whitch can be found in solar cave on the 20th floor and make sure you have the ability to cross water after you get surf do a couple of jobs then you'll wake up one morning and latios will fly in front of your house. I hope I helped you any way at all.
