You can't get Lucario or fight him, you can only get the Lucario Rank statue.

You can not find a lucario in this game but in Pokemon mystery dungeon 2 you will be able to find him and all the other 4th gen pokes

Yes you can get Munchlax by using the Wish Stone in Wish Cave, and you might get lucky and get a Munchlax!!!
