Celebi is in the Purity Forest. You can only go there with one Pokemon (you can't bring any partner Pokemon), and you can't bring any items. It resets the Pokemon you choose to Level 1. Don't worry- if you win or lose, the Pokemon returns to it's original level. I recommend you take with you Alakazam because that's how I got through the 99 Floors of the Purity Forest. Celebi joins your Rescue Team instantly (too bad the dungeon isn't as easy as that).
P.S. If you're lucky, you'll find Frustration and a Pass Scarf- the keys to beating a Level 1 reset dungeon. What's even better is, if you find 2 Frustrations and a Link Box, you can teach Alakazam or the Pokemon you choose to take with you both Frustrations and link the Frustrations together for an instant 90 damage.
