Well best thing is to use 1 Pokemon (2is fine as long as they are 1star in size) but you just have to keep trying it took my about 4-5times to recruit groudon so my advise is keep trying..

First off all go there alone and second you recruit him the 2nd time you meet him make sure youre holding friend bow.
