Where do I find Latios and Latias? How do I find them?

You recuit them once you have all the legnedary birds

After the main story line and you have bought the friend area Southern Island you should see Kecleon's shop robbed by a fast pokemon. You will be able to go to the Northern Range which is a 30 floor dungeon. At the top you will find the robber is Latios and you will have to beat him. When you do he will say he robbed tm's to help him rescue his sister Latias who is in the dark depths of Pitfall Valley. That is another 30 floor dungeon but it is alot harder. At the bottom you will use the teleport gem to rescue Latias and meet in Pokemon Square. They will then ask to join your rescue team. If you aren't stupid then i'm sure you will say yes.

Get the HM Surf from Solar Cave and buy the Southern Island Friend Area from Wigglytuff. Then an event will trigger, and you can access the Northern Range. Defeat Latios at 25F there, then rescue Latias after 25F in Pitfall Valley, which will unlock after you defeat Latios. Once you rescue Latias, both Latios and Latias will join your rescue team in Pok�mon Square.
