1. There is no Wonder Mail code for the Hyper Beam TM.
2. You need to fight Kyogre and have his Friend Area unlocked. There isn't a large recruitment rate, but you can also use the Level Recruitment thing to help.

Beat kyogre first...then go back and try to recruit him..he has 40% recruitment rate

Recruit Kyogre by defeating him. His recruitment rate is 50%, and you'll need room for him on your team. His size is 4*.
