You need to say you're a girl on the personality test.

You can only have Eevee as your starter if you say you're a girl in the personality test.

Oaky,to get Eevee go you must eithewr answer HER on the begining questions or go to JOYOUS TOWER (your level is temporarily set to 1) and recruit her.
PS:Eevee is a Naive girl and is not avalible as a boy.Also Eevee IS NOT under any circumstances (except cheating) avaiable as a partner.
