I'm sorry but it is not possible to recruit any fourth generation Pokemon in this game,But you can meet a munchlax But you can't recruit him.

So many people ask can you get 4th generation Pokemon on these games, for the last time, no you cannot. This game came out, and they still didn't even know the english names for the pokemon. So no they could not make it for this game. They would never put out Pokemon from a new game into a game that was coming out earlier, because then it would give away the surprise, and then it would pretty much ruin the sales of the new games, because kids have already battled with these pokemon.

You can't get Lucario to join your team but you can get a statue of him outside your base. I think you get this when your team reaches Lucario Rank.

No you cannot get lucario but, you can get a statue of him when you get lucario rank

Flame_1209: I believe you are thinking of what might happen if you reject Jirachi (correct spelling for future reference-LOL) and use the Wish Stone to wish for "Something Good". This choice will either raise your Team Ranking (which could be to Lucario Rank depending on your rank at the time-which is why I think you are confused)or a Pokemon that you have not yet recruited will join your team. It could be any Pokemon you don't have, so don't get too hopeful that it'll be a super one unless you have all the others!
When you reach Lucario rank, make sure you have room in your mailbox and you'll get a statue outside your base, though.
