Why can't I recruit rayquaza

<BR>I have friend bow lvl 100 platinum rank and I go into sky tower with total body size 2 and get to rayquaza with body size 1. I got groudon really easyly
<BR>It was my 3rd try on groudon when I was lvl 60 that I got him

Rayquaza has a body size of four unless you meant you get to him with a body size of 1.

Well if you carry on the way you are going you should get him eventually,It took me a while to get him and I think his recruitment is below -10% but that is what I think.

Just keep trying, you'll get him eventually, save in the middle and if you don't recruit him turn the power off and try again

You have to keep trying. You have about a 24% chance of getting him with your friend bow and the level you are at. You should keep trying.

First of all always before the 9th floor check your body size,and give your LEADER the friend bow.Be adjacent(in a stright line) to Rayquaza and always always MAKE SURE YOUR LEADER STRIKES THE LAST BLOW!NEVER GIVE UP!
PS:Remember with a friend bow and level 100 Rayquaza's recruitment percentage is only 24.9% (he starts with a -10) which means unless you bring another friend bow (WM) and keep saving trying and shutting the DS off when youdon't recruit him and try againyou won't get him.

Well rayquazas on 45 and groundons ons 37 so it's easier to get groudon.
I suggest to get lucario rank.

Me too like I use kyogre groudon so many legend but cannot no using ANY legend

Try finding his favourite gummi throw a scarf or something like that then his favourite gummi if he eats it daeft him if he doesnt eat the gummi throw another 1 this works on all legendarys
