A few I have as different:
Latios-Level 30
Latias-Level 28(though many say 29, mine is 28)
Kyogre-Level 37 (I've seen 25 too, so I'm not positive, but 25 seems too low. He's not too hard compared to others though)

You know that your leader MUST have a higher level than the Pokemon you're trying to recruit, plus your leader must deal the final blow on a tile right next to the Pokemon, too. A friend bow might help, as well. Look up on the page for a code, OK, I answered with one a few questions above this.
