I think it evolves when you get it to a certain IQ level

Here's one of the trickier ones as all previous "friendship" evolutions have now become IQ level evolutions! For Azurill to evolve to Marill he'll need an IQ greater than 6, so 7 would work, and then you'll see in his summary that evolution is "possible", then bring him over to Luminous Cave and do so. Since he's a Normal type, not Water just yet, you'll do best by feeding him White Gummis to get his IQ up while in his friend area.
He'll be able to evolve again to Azumarill at Level 18 or above, which it may be already when you're evolving him the first time, but when you do that second evolution is up to you.
It's pretty much the same for other friendship evolutions-their IQ's are what makes it possible for them to evolve and 7 seems to be the most popular IQ for it, but there are a few exceptions like Togepi and Umbreon/Espeon.

Azurill needs to reach an IQ level of 6* or you can get him at Wish Cave But I think you need to be at level 90+.
