You have to recuit them by having the music box or the part the Regi dropped and their is no certain level to recuit them.
Well they have to come out if you wanna recruit them but you need to make sure you have the music box in you items...
The levels of the regi's are...
Regirock is level 18 when recruited
Regice is level 23 when recruited
And last but not least.Registeel is level 25 when recruited...
When you get a Regi it is best to bring an escape orb as soon as you get one unless your Pokemon are strong enough and can protect the regis.
I can answer the first part but not second.
On 1st part they will get recruited as long as you have the music box with you or the relevent part
Well, their levels only matter in that you need a Pokemon with a higher level than they are to recruit them with, so yes pharoh they do sort of matter, but not in the way you mean. So whenever you encounter them I believe they will always be at that level-just make sure your lead Pokemon is a higher level than they are, make sure he deals the final blow and is right next to him, you should be able to recruit them eventually. Good Luck!
