If you have max IQ he will learn it at level 99.

I don' think he will learn Frenzy Plant.....or he will. At certein IQ and the amount of Gummies you gave him..maybe he will.

Level 99! What the heck does IQ have to do with it? Nothing as far as I know! Just level 99, that's all, let's not complicate things. IQ is for friendship evolutions, and gaining IQ Skills, not learning moves!!! Though I'm very glad your Venusaur is so smart, I don't think that matters as far as getting Frenzy Plant.

I'm so very sorry for the misinformation I gave about the IQ, as it doesn't matter about getting moves usually, but there's exceptions apparently!
*The 3 Kanto starters will each learn a super move-Frenzy Plant, Blast Burn, or Hydro Cannon-at Level 99 but only if their IQ is 7 or higher. I'm really sorry and even a bit embarassed, I was not aware of this until I looked into it deeper, as I am not using any of those Pokemon in my game I wasn't as informed as I could've been, but after checking into it, I learned about that particular move and case, and you guys were right about IQ mattering!(Though I certainly hope they'd have at least a 7 IQ if you'd spent all that time on them!)
I'm sorry once again as I hate misinformation, and even worse was I was pretty sure or I'd never have answered, and I usually do better research! Feel free to bogus my previous answer-I deserve it! :(
