No.You must go to 99F of wish cave and Jirachi will grant you a wish if you have the wish stone in your toolbox.

If you get to b99 on wish cave and you are holding the wish stone, then jirachi will be there and he will either grant you a wish or join your team, whichever one you want jirachi to do!

Jirachi is on the 99th floor of Wish cave. When you reach him if you have a wish stone he grants you a certain wish(you might have to battle him first).

Wish stone...i really forgot what it do and how it works but it should be said in it's info. Besides to make jirachi appear you must go back to Wish Cave again fater you save Medicham..He's at floor 40 I think.Sleep and Sleepy.
