I don't know what level he is but he's more than 20 with more than 100 hp..just bring a long a fire type or electric type or metal type or a rock type and Articuno won't stand a chance
If your looking to recruit, then go with that last answer by Nintendo Rules(great answer! Keep up the good work!), as when you try to recruit he will be Level 53 and your leader MUST be higher than that or you will NOT be able to recruit him, and must deal the "final blow" and be on an adjacent tile. It may take a few tries, don't give up, just save at the Peak and keep trying from there rather than going through the whole dungeon each time.
If it's your first time against him, I think his level is lower, but as recommended use Rock, Fire, & Electric to beat him, and if you're relying on other Pokemon besides your lead one, make sure you have their moves set properly and they have access to Articuno to help you attack! (If they don't have much to add, give them some stuff to throw!)Good Luck!
