The 2 easiest places to recruit him is Frosty Forest, or Wyvern Hill!
Frosty forest kecleon shops are on the later floors, and the shops for wyvern hill are on the earliers! And, you need a Friend Bow attached to a Pokemon 90+ lv. Or higher and ranks DO NOT COUNT towards recruiting!
