Yes you can. Go visit the Pokemon wots not the leader but is in your team tell him to become the leader. Then tell the Pokemon who just made the other one the leader to stand by. Then go to whiscash pond. Blah blah blah you know what to do then!

Yes, all you have to do is after Snubbull has evolved into a Granbull, try to leave to a dungeon and your partner will tell you that in order to have diverse members on a team at one time, so just follow his instructions, then you can choose other members of your team to go and evolve!
Yes. When you have beat rayquaza and have unlocked luminous cave,your partner will ask you about anyone can be leader to your rescue team.
Make the Pokemon you want to evolve the leader,make sure you are alone,and go to luminous cave to evolve.

Yes. You must make the other Pokemon the Leader, make sure you're alone, and then go in the Light Cave at Whiscash Pond, and you can evolve that Pokemon.
Yes you can evolve other Pokemon besides youself but some of them needs to hold a special item or needs to be trade first.
YES!!! After you beat the story mode anf after credits roll, go to luminous cave(a.k.a. Evolving place), and be a Pokemon OTHER than your leader, then tell your leader to Stand-By in the pause menu! Then, if the Pokemon you are now is at a high enough lv., or whatever is required to evolve it, then go in luminos cave and evolve!
