Just keep doing some rescuing and evetually the time will come when you need to run and become a fugitive

Well, it depends where you are now. If you beat all three legendary birds, then go to Mt. Freeze and meet Ninetales.

After you defeat Moltres and Articuno, recuit Absol, and talk to Ninetales about the curse and Gardevoir, you can return to the town.
