I have also not yet recruited deoxys and I've tried 39 times! Although the easiest way is to be at Lucario rank with a friend bow with your starter Pokemon. Even with a friend bow my friend says it's recruiting chance is only 30% with a friend bow! It is so cheap I'm at diamond rank with 13450 points so I'm pretty close to Lucario rank. If your lower than a platinum rank then you don't have a chance! I'd raise my rank a bit then try again.
